Let's face it - building custom software is a finicky business. It requires both technical skill and strong skills in client collaboration and communication. When your software project is sent overseas by what are, essentially, agents who are making a big markup, you are running a huge risk - that someone on the other end will fully grasp the agent's instructions and be able to deliver. And you are trusting that the agent has enough skill to properly set up requirements. But what should worry you is that these agents may not be able to fix or salvage something if it should go wrong.
When the work is done by Canadian contractors, you have a second big worry - that the original estimate shorted the work, and that your custom software contractor has you stuck in mid-project with a big increase in price... or a big delay in getting it done. This floaty behaviour doesn't do much for confidence, and often leads to software projects being cancelled.
